forrest.validate to true, Forrest is going to check if i have the
required tags on the correct position. But this isn't the case. Am i

This is the case when you create a webapp and static content ("forrest
site").  I'm not sure why we didn't also make it the case for "forrest
run" as well.  If you really want to validate your docs, run "forrest
validate".
