Hi Dharam,

There is a now-deprecated management API under org.apache.geode.admin. That
API had the concept of creating an "admin member" which behaved somewhat
differently than a regular member of the distributed system.

That API is deprecated and scheduled to be removed so all members should be
non-admin members at this point, including locators.
