Thanks for the tips! The problem was slightly more convoluted. Even though JAVA_HOME was set, it did not seem to be respected. It turns out this was caused but the shell I was using (fish). Using exactly the same commands through zsh actually works perfectly and I can boot up the locator.
I'm opening a bug regarding a failed locator start leaving the process active behind (if one does not exist yet). The messaging could be much better too, although the logs did help.
