The file is there. I just downloaded and unzipped the archive, then started it in eclipse, using v 3.0.0 plugin, which I, incidentally, cannot install. Also, the Core Feature, which, I do not know what it is, is uninstallable in eclipse because no ...jst.feature.group file (which is not findable or practically so, online).
