I think it is misleading in the sense that the error is caused by the project structure being incorrect.
I spent a long time trying to work out why it wasn't finding JAVA_HOME even though it was set correctly - to clear the problem, all I had to do was correct the project structure, which doesn't seem to have much to do with the location of the jdk/jre.
