This was corrected Mike.

We originally create the connection without the audio enabled, then later
would manually enable it through the interface.  The database would show it
was enable (true) but would not take effect on the active connection.  Upon
removing the connection and recreating it with audio enable from the start,
allowed the RDP session to play sound.  We later found that there was a
caching issue in the browser and the connection
