I just tried this out on my Guacamole instance, and I was able to
successfully drag a file onto the Guacamole Client window and it uploaded
to the redirected RDP shared drive for the connection that I'm running. I
also frequently use the "Download" directory from within my remote
connections to pull files down to my local client.

Note that this won't work if you don't have some sort of file transfer
mechanism - either the redirected RDP drive or a SFTP - configured for a
connection and that connection is active - that is, it won't work on the
Guacamole Home screen, or for connections where file transfer is not
connected.
