Can you confirm that you are running this from within a *cygwin* terminal
and not a Windows command shell? This would be the bash shell you launch by
running C:\cygwin\root\cygwin.bat

Secondly, make sure you are able to navigate using cd
/usr/local/hbase-0.20.6 within cygwin.
Just wanted to make sure for the basics.
