Bring HBase online with tables disabled

I'm using HBase 1.4.8 on EMR and whenever I restart HBase I disable all 
the tables before hand and shut down but after I restart, HBase 
immediately brings all the table back online. Is there a way to prevent 
this and bring HBase up with all its tables offline?
