Answering my own question ;) it look like the cache where the services
are stored are not included in the persistence, so if all nodes are
stopped the services must be doployed again when the nodes come back up
again.

native persistence, and all nodes are shutdown and then restarted,
will all deployed services be restarted automatically ?
