EVT_CACHE_REBALANCE_STARTED

Hello Folks

When does the event EVT_CACHE_REBALANCE_STARTED get triggered? Upon a
successful start of a rebalancing process?
If the rebalancing process fails to start due to some, issue say, partition
exchange issue, when I still get the EVT_CACHE_REBALANCE_STARTED event if I
am listening to it?
