This preprocessor condition looking at ARCH_POWERPC64 is not being
triggered:
https://github.com/apache/impala/blob/master/be/src/gutil/atomicops.h#L83-L84

I don't see any place where we define the the ARCH_POWERPC64 variable (and
this is not provided by the compiler). I think this code was originally
from Chromium, and maybe the code that defined ARCH_POWERPC64 correctly
didn't come along with it. This code from Chromium might be interesting:
