Steps are Pending when they don't match any candidate steps. Steps are Not Performed when following either a Pending or a Failed step.
You can configure a scenario to fail on pending steps: http://jbehave.org/reference/stable/pending-steps.html but ATM there is no concept of Pending scenario.
