I have set up a jenkins project with jbehave-3.6-beta-3, that is in fact
still broken, but it works in 3.6 final.

Yes, beta 3, with the latest jenkins plugin. Though jenkins itself is a
few months old, and probably due an update.
You should be able to replicate this with the Grid Story example, since
that's where I started for this project.
The jenkins project is configured as Maven2/3, no surefire reports, all
code in test scope, and plugin executions in test scope.
