You're right, it's in bokmål :-) I think it's common practice to default to 
bokmål when simply "no" is specified in i18n, so if specifying either "no" or 
"nb" it would be bokmål, and if "nn" is specified it will be nynorsk.

the contribution is most welcome, but we'd need it to use Unicode escaped 
characters,  e.g. see

As for the submittion, the best way is open a Jira issue 
http://jbehave.org/reference/stable/issue-tracking.html and attach file to 
issue or to post a commit from the github project you cloned and which we can 
simply pull.
(I'll add some documentation to this effect).
