Thanks for the response.  The user credentials are not tied to the customer 
credentials.  So, I guess having a second CSV data config dataset might work.  
In the loop, the user will just pick up the next row in the customer file and 
process the transaction.

I'll test that to see if it works.

are your customer credentials tied in anyway to your user credentials (i.e.
do you need user 1 to say deal with cust1, cust2 only or user1 can deal with 
any customer record?) If the answer is no , then something like this probably

if you run this with say 2 threads you should see something like U1, C1 U1, C2 
U2, C3 U2, C4 U3, C5 U3, C6 U4, C7 U4, C8 But you cannot definitively say U3 
will always read C5 and C6 it depends on when the sampler on each thread 
finishes.

If they are dependent or if I have misread your need then please elaborate.

I've done things like pre -process files so that I get something like
U1,C1~C2~C3 (i.e. use ~ as a second delimiter )
U2,C4~C5~C6
...
So that Each users data is read as a single row in JMeter , then write some 
code that looks at the second variable and splits it up and sets it up into 
memory so that it can be iterated over (basically append _1, _2 to the variable 
name so that the forEach controller can iterate over it). CSVRead can also be 
used.
