I just've done some tests mimicking your environment which basically boils down to having set the VersioningFileProvider, no cache and several file locations for pages, groups, etc, and everything seems right, i.e. I can't find anything wrong. Would you mind checking into the permissions issue you mention? The user running wildfly/jspwiki should be able to create files on the directories pointed out on the configuration file.
