The download links for 3.1.0 should work now. We're finishing up the
documentation for
the 3.1.0 release and want to wait with the official announcement so we
can point to it to describe
the list of new features.

The mirror links look broken. That can probably be fixed in
the next week
I'd suggest building from source from the 3.1.0 tag :
