I did it the safe way and started with a clean karaf installation. But it's good to know what the format is like.

well the file you found is in a specific bundle cache directory, most likely the one of the feature-service therefore you can't edit it to "fix" your issue :)
You might want to try to "patch" it, though I'm not sure it'll work.
The format is simple, features.<feature-name>_split_for_name_and_version_<version>=list-of-installed-bundles
