FYI! The issue https://github.com/pgjdbc/pgjdbc/issues/1891
is fixed in PostgreSQL JDBC driver 42.2.17
 https://jdbc.postgresql.org/documentation/changelog.html#version_42.2.17

And the PostgreSQL JDBC driver again contains a working karaf feature.
