OK, then, it’s "normal", as bin/inc is provisioned by karaf base Kar/feature 
(https://github.com/apache/karaf/tree/master/assemblies/features/base 
<https://github.com/apache/karaf/tree/master/assemblies/features/base>).

So, if you want to change bin/inc, you have to create your own base containing 
bin/inc updated.
