I suggested (in the middle of many other UI improvement suggestions) replacing "Move Up/Down" with "Move to Here". This could be handled 2 ways: 1. Either icons for all possible new locations on the normal Site tab navigation. 2. Separate screen showing website map with buttons for all possible locations. Use either a button or "Edit/Move document" menu item to open the screen.
