As far as I know this feature is not yet implemented in 1.4. Note that session informations are available in 1.4. That means we could check whether a user (call him A), who has locked a document has still an open session. If there is no session for user A we can offer to check the document in to user B otherwise B should not be allowed to edit the document. But as i said this feature is not implemented yet.
