I assume that you are using mod_proxy? A quick and dirty way to fix is with mod_rewrite or mod_alias

RedirectMatch permanent ^/publication/(.*) http://www.example.com/web/publication/$1

Do you have the subdirectory specified in publication.xconf proxy options? I have only proxied live sites.
