i have just removed the defaultusecases module. it was local to the
default publication and implemented the workflow usecases submit,
reject, deactivate and publish.
these have now been moved to the core workflow module.
there has been some testing, but i may have overlooked some subtleties
that might only surface in your custom publications. if you run into
problems, please holler.

the change was necessary, because the workflow module (in core) used to
call usecases only implemented in the default publication, which made it
impossible to create a blank publication not based on the default one.
