Edit the config/access-control/access-control.xml and change lines with
default in them. Probably the one with passwd and with policies.
You then probably want to copy over config/access-control/passwd from
the default publication (or some other reference publication) to the
publication you want to create specific users for. I have a reference
publication that includes the correct set of beginning users so that I
can login to do the setup to add the users that will be using the
publication.
If you haven't accessed the publication yet, you can do this and not
have any issues. I tend to create publication from template, then do
these steps, then access the publication. If the publication has already
been accessed, it will require that Lenya is restarted.
