You can test it with user alice because she has edit and review roles.
User lenya can't publish because she has not the role review.

+0, having the two steps is useful in some situations. There
should be clear documentation on the site how to go back to the
two step process.
Maybe this is a missunderstanding. I don't want to move to a one
step process.
It's still a two step process. Only if a user is edtior and
reviewer, he is able to publish in one step, but he can also submit
and then publish.
If this isn't a missunderstanding: Do you have an example were
forcing two steps for such a user is useful ?
