Mayan, on Windows, you need administrator privileges to install a service. So, on Vista, you need to log on as an administrator. From the Start menu browse to"Command Prompt", right click and "Run as administrator". Then try the installation step again and please report the result! I updated the text on http://wiki.neo4j.org/content/Getting_Started_REST#For_Windows to reflect that, So please report back if that is not working.
