Hey Neal, I just looked into this, and you are absolutely right. The data browser uses an older method of removing relationships that is no longer supported by the underlying javascript neo4j client we use, and there was no test in place to ensure this feature works.
I've fixed this, and written a test to make sure it doesn't happen again. I'll push this in to be available in the 1.3 M04 release that will be released later today.
