Hello,

I’m from AWS EMR team and I just had a quick clarification question about the 
Livy 0.7.1 release. I can see

 that the voting for 0.7.1-incubating-rc1 passed to become the official release 
for 0.7.1. However on the official Livy Git Hub there is a tag for 
0.7.0-incubating and 0.7.1-incubating-rc1, but there is still no tag for 
0.7.1-incubating, which is where we would pull the latest version of Livy to 
use in our service (i.e. {latest release}-incubating). Is there a reason there 
is no 0.7.1-incubating git tag yet (such as some new issue discovered), or has 
it been left out on purpose? Thanks in advance!
