Ok, trying on the command line, I get basically the same result as I
did from within the plugin environment.

I posted the results in the main maven users area, as this is (IMHO)
most likely a maven issue rather than a plugin issue (unless the plugin
caused my pom to be missing something etc)

  I don't think we handle this from the plugin.
  So, the workaround is to run build from the command line with that
cpu 
flag in order to get plugins into the local repository.
