There is a place for m2eclipse and Q4E, the plugin philosophy are

From my point of view, one give maven access to eclipse, the other one
change eclipse for maven.
We are fully planning both, but the initial demand is from users to
have solid Maven integration. That said we have worked with clients to
provide extensions to access Maven capabilities. We have had requests
for a long time, but we have priorities for the 1.0 and that focus is
on Maven users.
I started with m2eclipse, then tried q4e, and goes back to m2eclipse
with 0.9.0.
Q4E could be a major part of the Eclipse Buckminster build process,
where m2eclipse will stick with pure maven (but I could be wrong).
You're not wrong, we just have an initial focus on users. That said we
have an API for internal consumption of Maven APIs which we have used
for clients and that will be released sooner rather then later. We
have a strong focus and working with what resources we have. We do
everything at once, and we won't rush to put checkboxes on feature
lists.

I think the feature m2eclipse really needs is the WTP integration

miss it slipping in 0.9.0?
Paul, we had some basic support for WTP for quite some time now. See
project wiki page for more details.

We still have work to do to make it dead simple to use and few
people
expressed interest to work on such improvements. So, anyone who would
like to participate, please don't hide in the bushes and let me
know. It
would really help us to get this functionality in faster.
I think it would really be good for someone to produce a article
comparing
the 2 tools, I would but my 2 young children have limited my time
to play
with stuff outside work.
Usually any kind of comparison is a fairly subjective. Though
there is
some feature matrix comparison is being maintained at
