When registering new external Maven installation You need to specify location of the Maven installation folder. E.g. C:\prog\maven-2.0.9 If that doesn't work, please submit new jira issue and provide detailed description how you created Maven installation and then how you launched Maven.
Another thing I noticed is that it doesn't appear in the external tools menu.
