Thanks!  I am eagerly awaiting the answer to this question; one of my goals
is to figure out how to reliably work without a network connection (e.g., on
an airplane, or at a coffeeshop with a flaky connection).  In principle I
should be able to download everything I need while still at a good
connection, and then as long as I don't change dependency versions I
shouldn't need a connection.  In practice it seems that it is very hard to
coax Maven to divulge all its network needs up front and then not use the
network.
