That's simple: you cannot set an SG0 group admin of a non-SG0 sitegroup.

What you have to do is create the sitegroup, it will create the admin
group for you (depending on the version of Asgard you're using), then
you re-log into that sitegroup as admin*newsgname and create a user,
then make it become a member of the admingroup.
