I didn't try it, but you could get Midgard-1.4beta7.src.rpm and
Midgard-data-1.4beta7.src.rpm from
http://www.midgard-project.org/article/53324.html

then
$ rpm -Uvh Midgard-1.4beta7.src.rpm
$ cd /path/to/your/rpmbuild/environment/SPECS
$ vi midgard.spec

and change the line starting with Require to match this one:

Requires: expat >= 1.95.1, apache = 1.3.12, mysql >= 3.23.20, glib >=
1.2.6

then rebuild the package(s):
$ rpm -ba midgard.spec

You'll end up with RH7.0 RPM and RPMS in:
/path/to/your/rpmbuild/environment/i386/RPMS/Midgard-1.4beta7.i386.rpm
/path/to/your/rpmbuild/environment/SRPMS/Midgard-1.4beta7.src.rpm

Do the same with Midgard-data and all should be ok for a RH7
