You must first create a sitegroup, then a group _in_ that sitegroup,
than add users to that group. The only users in SG0 (which is the
default when you haven't set up any others) can be root users. Group
membership in SG0 is disable since uit doesn't serve a purpose:
if you are in SG0, you are root, and you don't need to be member
of a group for permission to do anything. In general, keep the
number of people in SG0 low. Instead add people to their own
sitegroup, granting them admin permission to that sitegroup
if so required.

Sitegroups takes a little getting used to. I created it and I fall
into it sometimes. You can split separate sites/usergroups into
separate databases but you'll have to use the old admin for that;
multidb isn't asgard-friendly. I don't know about the layered admin.
