You're right to some extent. You're right if we are saying about config
files. But in this case it is _internal_ configuration file which exists
_only_ during installation phase and _only_ for one reason: we install
different languages into database using XML and these XML files contain
different charset specification in them (actually, only asgard.ru_RU.xml
contains KOI8-R, others are Latin-1 based, but it is enough) thus in order
to minimize impact we should not make target charset different from source
one (because we are not using Unicode mode in MySQL, I haven't checked whether
it possible at all). That's why install-repligard.conf is re-written during
installation several times (precise count depends on how many languages
you've selected for Asgard interface). It is not configuration file
that should exist and be used _after_ installation. Here you are wrong
in your guess.
