But I think Asgard creates the admingroup (and host? not sure) in one go
with the sitegroup, so in that case relogging would be appropriate. If
it doesn't:

In the groups & persons part of Asgard.

Go back to the sitegroup you created (as root), and pick the group you
just created from the dropdown list.

My guess: the user is in SG0 but not in 'group' 0. Group 0 is a
non-existant group, but if you are in SG0 _and_ you are member of group 0
you are considered root. If you are not in SG0 and not member of group 0
you are a 'regular' user (possibly with sitegroup admin rights).

Sg0 but not group 0 is sort of midgard user limbo. Since you are in SG0
you must be root to be a valid user, but not being in group 0 makes you
not root. What you probably want is to have that user outside SG0. To
create non-SG0 users you have to explicitly log into the sitegroup you
want (as root or admin).

Setting up a midgard site (replace stuff starting with 'some'):

** Create a new sitegroup [root] **
(If you want to create a new host in an existing sitegroup you can skip
this step)
1. Create a sitegroup 'somesitegroup'
2. Relog as 'admin*somesitegroup' (this makes you root in somesitegroup)
3. Create a group 'someadmingroup'
4. Create a person 'someadminperson' in group 'someadmingroup'
5. Go back to 'somesitegroup' and pick 'someadmingroup' as its admin
   group
6. Create a host record.

You now have a basic sitegroup set up. Asgard does step 3-5
automatically for you IIRC, but I'm not entirely sure. Easily verified
by looking at the created sitegroup after relogging.

All the rest can now be done by person 'someadminperson', who can log
into Asgard using 'someadminperson+somesitegroup' and his/her password.
