Here is what I found I had to do.. I first reset every thing to be in SG1. Then I went back and reset the admin user only back to SG0. At this point everyone can login. The users in SG1 can do what they need to do.. which is post articles. The admin user can login, change code, create users, create groups. The problem appears that the underlying code was not upgraded and thus, it does not do anything with the sitegroups value for anything. I need to replace the code for the admin pages but do not know what the proper way to do this is.

It will not let You manage groups and members this way.
