I have the slight feeling that there are more things missing in your DB. I still don't understand why you cannot import the whole sql file. It worked perfect for me.
Just start a dos shell and importing the sql file. That should always do the trick. So in your case you would enter something like
shell>mysql -uroot midgard < midgard-lite-data.sql
in the dos shell. However that's really a mysql and no midgard issue. I can't help you there, currently.
