Ha -- I did find a workaround.  If you change the settings.xml to have this:

<localRepository>${HOMEDRIVE}/Docume~1/${USERNAME}/.m2/repository</localRepository>

It gets around the problem.  This is windows-only, of course....but
then again, the bug is windows only.  I think the issue is with the
weblogic deployer anyway -- not in the plugin per se.
