that plugin has not had an official release yet (it's still in the
mojo sandbox) so to use it you will need to checkout the source code
and run mvn install to get it into your local repo

You generally should not be doing this. Instead, simply add the
relevant <plugin> node to your pom file and Maven will download and
install things automatically.
