Webstart can be a bit complicated. To start, can you find the Java
Console in your browser and see if it gives any error messages?
Can you right-click the launch.jnlp file (via the browser), save it to
your desktop, and check the contents? You should be able to open it
directly from there too.
Ultimately, you're going to need to find and provide a lot more
details about what's going on if you want us to be able to help you.
