I think the merge syntax was right.

I found the problem; The configuration was set under 'execution'. When I set
it earlier, it works. And the <useMissingFile> tag is not enough; it needs a
'true' value. The configuration below works for me.

                        <plugin>
                                <groupId>org.codehaus.mojo</groupId>
                                <artifactId>license-maven-plugin</artifactId>
                                <configuration>
                                        <useMissingFile>true</useMissingFile>
                                        <licenseMerges>
                                                <licenseMerge>The Apache
Software License, Version 2.0|Apache
2</licenseMerge>
                                                <licenseMerge>The Apache
Software License, Version 2.0|Apache
                                                        License</licenseMerge>
                                                <licenseMerge>The Apache
Software License, Version 2.0|Apache
                                                        License, Version
2.0</licenseMerge>
                                        </licenseMerges>
                                </configuration>
                                <executions>
                                        <execution>
                                                <id>add-third-party</id>
                                                <goals>

<goal>add-third-party</goal>
                                                </goals>
                                        </execution>
                                </executions>
                        </plugin>
