Maybe you need specify the "Fixed value" in such form: <from><literal
xsi:type="...">the Value</literal></from>, because without
"<literal></literal>" the value you specified will be treated as an XPath 1.0
expression according to "8.4 Assignment" of the WS-BPEL 2.0 specification.
