Hi Case, you are lucky I am just installing these screens for my company here and I will update these screens to be a bit more user friendly in the next few weeks.
An email is only send if you change the status to 'pending' and after that to 'in progress' then the mail will be send if your parameters in general.properties are correctly set. The note field on the communication event i think is for the communication event, not for the party.
