from a UI level https://demo.hotwaxmedia.com/partymgr/control/editlogin?partyId=approver&userLoginId=approver you select Enabled N as you can see the PartyID is associated with a lot of other entities. https://demo.hotwaxmedia.com/webtools/control/ViewRelations?entityName=Party so you would first have to make sure that party ID is not associated to any of them.
