This document describes the release plan for OFBiz:

In short: the release4.0 branch is a stabilized branch, and to use it
just get the latest from SVN (so you can get bug fixes if there are
any more easily, ie as patches/etc), or download a recent build of the
branch.
As was mentioned there is a new branch coming out soon, planned for
next week actually.
