Bob, Best place to start is The Data Model Resource Book Vol 1. Before you do anything with Workeffort component its very important.
Workeffort component in itself may seem too generic, look at Manufacturing, Project, AssetMaint components and their documents. These two components use Workeffort to solve certain business problem. Nice thing is, you will be able to find some good documentation wiki or discussions on mailing list achieve.
